As per the counselling rules, you should have Conduct and Migration certificate if you have studied 12th anywhere outside Kerala.
But you can appear for counselling with TC.

The last year cut off for civil branch for this college is slightly high than your scored rank.So in first round you might not get selected, you can apply for 2nd & 3rd round you will get it.
