Tamil Nadu State Quota counselling occurs for its own domiciled students . It's because each and every state of India wants particularly only their State students to learn in their state Colleges. So, 85% Seats are reserved for their domiciled students .
Considering that you born and done 10th from Tamil Nadu and then completed your 12th from Kerala and also now stays there only, you are unfortunately not a domicile of either of the states . You must have to go for MCC AIQ Counselling to get a seat in any Medical College from all over India.
Requirements for being domicile of any particular state :-
If any of these above vital criterias are not followed then, the student won't be called a Domicile of that particular state.
Thus, you are not eligible for both Tamil Nadu as well as Kerala State Quota Counselling .

According to the State Councelling, 85% of seats are reserved by State Quota and to apply for the State Quota you need to have a domicile certificate for that particular state. As you have mentioned above, if you have domicile certificate for Maharashtra you can apply for MBBS seats in Maharashtra. Chances of your admission can be higher. You can not apply in Kerala with Domicile certificate of Maharashtra, you need to have domicile certificate for the particular state you want to for.
