According to the criteria prescribed by TANCET, other state students are also eligible for applying to the TANCET MBA exam. You need to complete your bachelor's degree, however, you can also apply even if you are in the final semester of the course.

BDS Course in colleges is generally divided in a 4+1 year form, where the course duration is 4 years and the remaining 1 year is for an internship.
So, the fee structure is also based upon the course structure itself, you will have to pay the course fee for only 4 years and the remaining 1 year you will be doing a paid internship with a decent stipend.

If you are from Rajasthan and are seeking seat in Veterinary College in Kerala, then apart from the language barrier with few of your batchmates you certainly won't face any other issues.
Most of the teaching in Government Veterinary Colleges is done in English, so that every student can understand.
I would advise you to go for a college in Kerala only when it is very necessary. Also if you have made your mind then it would be good if you learn the local language a bit to enjoy your stay there.
