Yes you can get into IISC through KVPY and in my opinion it is the easiest way to get into IISC.
The other ways are through IIT JEE mains and Advamced and through NEET

On an average neaely 50,000 studnets appear out of which 1500 approximately are selected for KVPy Exam. 

However this will vary every year as well.

As per KVPY eligibility criteria, candidates studying in class 11, 12 and UG first year are eligible to apply for SA, SX and SB streams, respectively. The eligibility is different for each stream SA/SX/SB. You can check the complete information about KVPY with the given below link.

No, NSIT DU and IIIT institutions do not accept KVPY or NTSE ranks and neither they give special privilages if you clear those exams.
