I think you mean KL University which conducts the KLEEE exam for the admission process.

The criteria to get in KL University for B.Tech are:

1. Qualified in the KLEEE Exam which is to acquire 45% marks/JEE Mains/JEE Advanced/ State level engg. exams

2. Should have scored above 60% aggregate in PCM/PCB.

As you know that the cut-off changes every year due to various factors so it is sometimes difficult to predict what branch you will get according to your rank. But according to previous year's cut-off trends you might have a good chance in getting a seat in CSE branch in KL University.

In general if you consider previous trends of the counselling process of KLU then they allow under 30000 rank holders to attend the counselling process.

So, with this rank you are far behind or i can say you can't get KLU, Guntur in Normal quota. You will have to try Management quota for Guntur or Hyderabad Campus.
