Hi there,
Obtaining a migration certificate even after dropping a course is not problematic. You can obtain the migration certificate with a valid reason and a high school education. Therefore, get in touch with the principal of your school or institution, or you can even visit the board headquarters and speak to a representative there. They will provide you a paperwork to fill out as well as fees to pay.
Hope this helps.

Dear Aspirant,
It is quite hard to predict the exact situation as it depends on the number of students willing to take admission in the college and the seat matrix.
There are about 1700 seats in IISER and about 1300 are reserved for IAT Candidates. Looking at this trend we can say that you have a really good chance of getting into IISER.
IISER Kolkata is one of the most preferred IISERs and hence it might be slightly difficult to get into it. You have a really good chance of getting IISER TVM or Mohali. You might get Kolkata in the last or post allotment rounds.
We do not have any official cutoff details from IISERs and hence the predictions are based on the previous year observed trends.
