Unfortunately Mumbai University does not provide any course in Korean language. It dies provide courses in French, Russian, Persian, Japanese, Spanish, Italian etc. There are many local coaching in Mumbai that do teach korean language and you can also learn online from various websites, applications, YouTube channels.

I applied for korean language in DU but they are asking for a current character certificate. I have passed 12th in 2016. I asked my school for the character certificate but they said they cant provide one as its been too long and we dont know what you did these years and thus cant certify you.

Ideallt university dont ask for character certificate, but even if it is aksing then it is school's duty to provide. However in your case school is refusing, then you can go to advocate and make affidavit or you can reach out to any known gazzette officer to you.
