Admission process for LLB/BA LLB programmes of KU not open right now. Last year June 23 was last date for applying online. If we go by that information, application process will be initiated in near future, so keep checking the University website: www.kuk.ac.in .

Yes, the course of M. Tech in Kurukshetra University is only for two years. In fact, I suppose, that M. Tech in all colleges takes only two years, that is, 4 semesters of study.
