Yes, you are eligible for bhu counselling. Any student belonging to the state of J&K can apply for it if they qualify in the state merit list. As the state does take part in All India quota so you have to qualify through state quota. You can also submit certificates for children of Defence Personnel if applicable or sports certificates .
