Hello. As per my research, as far as you are okay to adjust , all colleges and places are good. You can learn new culture, new language and meet new people. There would afcoarse be compromises in south side regarding the food , but again opportunities are great.

If you are willing to study and inherit the new environment then you go anywhere, you will enjoy. And that is more important.

Talking about if you are not flexible enough, then try to be in your roots,  or take your friends with you. You all guys will be in same boat and thus will manage everything. Colleges and their reputation are all same , it's just the matter of where you are comfortable.

Many universities have preferences in the language in which the certificates are submitted so choose the language in which your certificate is issued to you. For religion you need to choose your own religion. No, they would not ask for any certificate based on religion and not just this college but no other college would ask any proof of your religion.

Its better to study Components of Computer first and then after it C language. If you study Computer Components first then it will helps you in covering all the basic concepts like memory, input and output , binary combinations.

Now as you know memory has a very major role in C language .This includes how to store data, where to store data , how much space does a particular data takes and other things .So you will learn all these basic concepts in Computer Components.

So while studying C language you are just a step ahead then others . It will be beneficial for you.

So in some states they ask for certificates in English and hence this is a option in which language are you going to submit your certificates.
