Visit the official website of respective college. Opt for ECA quota and then related activity. You will get benefitted from this special quota .

Yes, You will be asked to verify your documents once you will be allotted a college during the rounds of counseling. Once allotted a college you will have the choice either to opt for the college or wait for next round in case for Upgradation.
