Management quota seats are only available in private institutes hence you can't get admission in government colleges with management quota. Also no college mention about management quota seats on their website you have to personally contact the college and discuss the fee and procedure for this. Also note that the

As far as  I am aware the cut off for APLAW CET for general category is 42marks and there is no minimum marks as such mentioned for SC and ST category.
