Yes the waiting list of SLS Pune has name of those students only who.have appeared for SLS Pune and not for Noida or Hyderabad or any other SLS college. All colleges under SLS have there separate list.

What happens when a student who has cleared both SLAT &PI-WAT for SLS-P leaves his seat? Can a student from SLS-N fill that in?

That's not how system works whenever a student leaves a seat that seat is filled by the next candidate as per the list. There are different list for different SLS colleges a person who has filled for Hyderabad or Noida cannot opt for Pune afterwards.
