The cut-offs are never released openly by the TISS authority openly on any website even their official one. Even the cut-offs vary every year so it is a bit difficult to predict still it should be around 60-70 or more than that out of 100

sorry to say but as per your percentile you are not eligi for admission so my advice would be that please look for some other university or if you fall under any quota then contact college if they can give admission.
