yes there is fee concession for sc's for students while taking admissions in colleges. it is not fix that how much concession will be given . if you are going for thr govt college then maybe you will be admitted in the college and study there for free of cost.

It is not necessory to take maths in any of CA,CS and law. However it is beneficial specially in case if CA. In CS and law, you just need to clear concept of maths upto class 10th.
