see most of the colleges dont take admission in middle of any semester, now if you really want to change college, first of all you need to directly go to the college where you want to take admission, discuss the migration process and eligibility for college transfer. in official website there is not much information for migration process. sometimes migration is only allowed when you are studying under same university.

There is no such quota as MLA quota.
State quota is for the candidates in which NLU is located which means if you have a NLU in the place that is your domicile you will have a certain percentage of seats in that college reserved.
