No, the basic difference between a B.Tech and Polytechnic engineering courses is that a B.Tech is a degree course while a Polytechnic is a diploma course in engineering. You should go for B.tech after 12th class as it will provide good placements and knowledge. Many top colleges don't provide lateral entry after diploma . So, it is better to give entrance exam after your 12th class to get into top colleges.
You can get direct second year admission in B.tech after diploma in various State Government Colleges.

Now, see,
Most of the classrooms got projectors for teaching aid which the professors use on daily basis. The labs are well equipped for the practicals. The internet facility is also there ( speed is satisfactory). The library is full of course books as well as reference books. Some great magazines are also in the library.The toilets are in good shape and one will get purified water supply in each floor.
Level of education is not too high. Classes are held regularly, but no one will be there to force you to attend them. If you fall off the wagon it is entirely your decision. If the entire class feels too lazy to attend classes, the teachers will not make you attend their classes.
Placements are quite average. Every year, one or two mass recruiters come like Wipro, Tech Mahindra etc and if you are quite good with your aptitude skills, decent communication skills and technical knowledge then getting placed in such companies is not that difficult. For the leather technology department placement is not good at all.
