Hello,
GATE cutoff for IITs and NITs vary every year. The cut off marks according to GATE 2019 for Biotechnology is given below :

General - 713.1 , SC /ST - 499.5 , OBC - 524.2
IIT Guwahati :

You do have a chance in IIT Kharagpur and IIT Guwahati for Biotechnology. But in the case of Biomedical Engineering , GATE score>= 625 (General )is required for candidates who have an MSc or equivalent in Life Sciences. For candidates belonging to EWS and OBC NCL category GATE score >= 575 is required and for SC/ST or PH candidates GATE score >= 500 is required. These cut offs are based on short listing criteria for GATE 2019.

There is no specific syllabus for life sciences. You will be tested in Basic Knowledge of core subjects of life and biological sciences. The exam will have subject specific questions in different branches of life sciences taught at B.Sc level. The exam will be loosely based on UGC appproved syllabus.
