First of all integrated law courses such as BA-LLB/BCom-LLB/BBA-LLB/BCA-LLB/BSc-LLB etc are for a duration of five years, generally the eligibility criteria for BA-LLB is passed 10+2 from a recognized board in any stream securing 45% aggregate, there is relaxation of 5% for reserved categories, there is no such barriers of belonging to specific stream though for pursuing BA-LLB humanities background is more suited in terms of understanding of the syllabus and it will more aligned as you will study law in combination with arts subject.

yes. you have to pay 40000 INR for admission.
but that is after admission (seat allotment) . you have to pay that 40000 as part of your academic fees. more like blocking seats. and also you will have to participate in upcoming counselling.
but you can get the receipt for the payment as proof.
