Yes ,you are can apply at PU entrance test for B.A LLB course as NIOS is equivalent to other state/central boards which conduct class 12th Boards exam.
Whether you are eligible or not depends upon you have 50% minimum marks for (General/OBC) 45% for SC/ST in 12 or

Arihant's LLB book can be helpful for LLB programme mainly. If you want to know about five years law programme, then you can prefer CLAT study material because the syllabus for 5 years law exam is almost same. Here also I am giving you some of the books
