you need to daily check the official website is there is any spot counselling going to happen or not. if you have the list of colleges which you seems to interest in getting admission, you can directly contact with college, some colleges takes direct admission when seats are not

BA LLB 5 years means that it is a five year course. The Regular courses are provided with Governments support in terms if fees so the fees of such courses are generally lesser than the self financed ones. The Self finance courses dont have any such monetary support given
