In india if you want to pursue law, you need to have completed your LLB before LLM. Therefor, you are currently ineligible for LLM . However, you are eligible for LLB. Therefore, YOu can apply for LLB and then pursue LLM after that.

As per the new rules by the Bar Council of India there is no age limit to pursue law i.e LLB or LLM as students can take admission without any age restrictions unlike in past.
