sorry to say this year you can not apply. the eligibility criteria is Candidates who will successfully complete, in all respects, all the requirements of their final year eligible degree (including all examinations) by Monday, June 8, 2020, are also eligible to apply.
or Those candidates who are in final year, but cannot submit the degree certificate and grade/mark sheet at the time of admission are required to submit these latest by September 30, 2020.

No, he is not eligible for Physically Handicapped quota. The criteria for getting Physically Handicapped quota are :-
1) The person must have minimum 40% orthopaedic disability.
2) The person must have minimum 35% mental handicap or disability.
3) For deaf people the disability percentage should be between 90-110 db.
4) Fir visually impaired, impairment should be more than 90%.
As thalassemia minor doesn't meet any of the above mentioned criterias so he is not eligible to get PH quota.

I think you mean DU, the minimum eligibility for pursuing MA English from Delhi University is that you have score at least 60% in BA English honours that is your undergraduate level for direct admission. If you have scored less than 60% you can get in through clearing their entrance exam which has two criteria-
1) Minimum score of 45% in BA English honours to qualify for entrance exam and
2) at least scoring 30% marks in the entrance exam.
MA Psychology Eligibility
Candidates who have completed Bachelor's degree in Nursing or any other medical course with one subject as psychology and have got a minimum of 50% marks or above from a recognised university or college are also eligible for the course.
