Hello Khushbu. Yes of course you can change your university after your 1st year. All you have to do ask your previous college to provide you with all the details that are needed by your new college in order to get admission. I don't think there should be any problem

According to last year cut off and rank you have  very few chance of admission in BHU main campus.  You can wait for 2nd and 3rd round counciling. But the chance of admission is very less. So , I will suggest you dont wait for BHU ,
