Your JEE mains rank is not satisfactory, as per the previous year cutoffs of different colleges of Madhya Pradesh and Maharashtra. If you secured a good OBC-NCL rank in jee mains(around 80k), then there are some chances of getting a government college but not in cse/it branch. Prediction of college depends on a lot of factors and hence, it cannot be 100% precise. However, it will give you a rough idea about the colleges that your son can expect at this rank.
Since, he is a general candidate, he can only expect to get CS/ IT branches in GFTIs through his rank. He can also apply in colleges like Kalinga, MIT, CMRIT, PES University, etc through his rank. Many private colleges accept JEE Ranks. Those options will be better than GFTIs.

See there are two main questions, first is can you apply? the answer to that will be yes you can it is allowed.
Now the second one is will it be of any use? The answer to that will be NO, at 58 percentile you don't stand any chance of getting CSE in NSUT/DTU/IGDTUW/III-D, as all of those colleges are really the premium colleges of India, and at 58 percentile getting CSE in these colleges is not difficult but impossible, it might sound harsh but that is the truth, at that percentile you don't stand a chance to get into these institutions.
