480/720 is not a bad score but i am afraid that it is not enough for government medical college unless you belong to OBC/SC/ST category. However, you can easily get an admission in semi government or self finance medical colleges based on your score.

According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

It’s difficult to tell you the exact about your admission possibilities but as per the previous year cutoff as a general category the chance seems less to get a seat in NITs, IIITs & GFTIs however you can try for state counseling like Punjab, Haryana, MP, Etc.
