also this year neet cut off will rise 30-40 marks definitely than previous years so this left you no government seat in your respective category.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 478 marks you hold a very good chance for government quota seat in a private Medical College
For example, in neet 2019, 469 marks for obc category got a Government quota seat in Amaltas Institute of Medical Sciences under MP state quota

I will highly recommend you to check the college predictor link and then check the cutoff of branches of those colleges that will help you i will also provide the link for the cutoff of colleges in MP so check that out too but it will be a better choice for you if you take a year gap and then exam next year and get better rank in JEE then you will have many choices in choosing a college but you can get admission in these colleges so check them out if you like them or not

Unfortunately no your rank is very poor you won't get any government or semi government college with this rank of your, though there are many govt college who can take you in mp but those are not reputed college and hemce you won't secure your career, hence I would suggest you to take a drop and try to score around 93+ percetile in jee mains in order to get a good college.
