If you are from OPEN category, you can still get some of the good colleges in Pune such as PVG for EXTC in 2nd or 3rd CAP round and you can also get MIT.
As far as Mumbai-region is concerned, you can opt for Vidyalankar, Father Agnel's, KJ Somaiya
Actually you cannot change college based on your previous CET marks but you can change the college through university or by your JEE mains/advance exam marks.
