If you want to apply for MHT CET under any reserved category, you need to give them the caste validity certificate at the time of counselling otherwise you will be discarded. If you don't have one, you can easily get the certificate online. Else you have to register yourself as

Hi aspirant, yes you can appear for mht cet even though you are not from maharashtra. But you wont be eligible for government or government aided colleges. You will only be eligible for all india seats of private colleges. You may check this link for further information

Yes, you can get admission in Bombay Veterinary College.You just need to have above 50% in 10+2 marks exams and a valid MHT CET score.
You should get good marks in MHT CET to secure a seat because 12th marks doesn't play a big role in admission.
