There's is no pass or fail criteria for the deemed University. So there is an minimum criteria set by the college which has to be filled in order to get in good college. There is an cutoff list based on that we can decide the result.

Yes, you are eligible to take admission with your marks in B.Pharmacy in Pune/Mumbai. But there are very fewer chances that you will get a good college. You will get admission in some of under-rated college.
I will suggest you to reappear for the MHT-CET exams.

With this a 6,000 rank in MHT CET 2019, you can expect to get Bio-Medical Engineering in Dwarkadas J Sanghvi College of Engineering, Mumbai; Polymer Engineering in Maharashtra Institute of Technology, Pune; Industrial Engineering in Vishwakarma Institute of Technology, Pune etc.

You can't get seat in any NIT'S or IIIT'S . Because you didn't have good rank so I advice you can take admission through MHCET RANK.
