You must have you category certificate before admission process.If you think you can make it before admission process you can apply as OBC category otherwise you will consider as general category.

The OBC NCL certificate is required once at the time of admission only after that it is not required. SO if you have produced your certificate at the time of admission you dont need to show it again and again.

In PCM your average should be 50% or above 50% .
175+ in MHT-CET would give you good rank so you can choose top colleges .
