The admission to IIT's is only through JEE Advanced which is the second level of JEE Main entrance exam.

Therefore, you need to first appear in JEE Main, qualify in it with a remarkable rank and become eligible for JEE Advanced to appear in it.

Yes, you can apply for MHT CET 2019 as there is no age limit for appearing in MHT CET 2019.

As you have already given MH CET 2018. It means you have cleared the eligibility criteria too & DTE Maharashtra will conduct MHT CET 2019 tentatively in second week

Yes, definitely students from other state are eligible for appearing in MHCET exam. Students needs to fill online application form withing dates specifies to them and have to fill exam centers.

The eligibility criteria for taking the  AIIMS entrance examination is that you need to be atleast 17 years of age. There is no maximum age limit as per now.

The previous rule which limited the maximum age to 25  years has been scraped down by the Supreme court. Hence
