According to the UPSC eligibility criteria “ a candidate will be eligible to get the benefit of community reservation only in case the particular cast to which the candidate belongs is included in the list of reserved community issued by the central government ”
So if your cast is listed in the central OBC list then you must get a OBC NCL certificate .
But if your OBC certificate has been issued after 1 April 2021 then then there will be no issue with that .

So, with regard of you're query. The cutoff percentile for the first round of the pharmacy course is 82.68, 77.89 and 81.31 are the cutoffs for the second and third lists, respectively. With a difference of about 5-6 percentile, it normally stays the same between universities. With a score of 98.49, Institute Of Chemical Technology received the highest percentile. These are the previous year's cutoffs, which may change from year to year.

You can get admission in govt medical College through 15% all india quota counseling or your 85%domicile state counseling only. There are no other ways of getting govt medical College.
So as you mentioned you are from Maharashtra so this must be your domicile state. So if we talk about govt. Medical College cut off marks here then it was 557 marks for open category candidates and allotted college was GMC,gondia.
There is huge gap between last year cut off marks and your expected marks this itself tell you have very rare chances of getting govt MBBS college.
Now if we talk about all india 15% quota counseling cut off marks then it goes higher then State quota counseling and it was 600+ marks for Gen category candidates.
At your expected marks you might look for govt BAMS/BHMS college in Maharashtra state quota counseling.

But if we go through previous trends then your CRL-AIR will be around 77441 - 87055 in general category. Considering the best case as 77441 as your CRL-AIR then also you won't be able to get admission in any of the branches of COEP.
