As I know it is not possible because lateral entry is only for polytechnic students not for btech student
Migration certificate is issued by the board from where you have completed you class12th. Since this time you are changing your board/university so it is required. It allows you to take admission in any board/university. You can ask for this from the school where you have completed your class 12th.
You should have the documents of your class 10, class 12 pass certificate along with the marksheet. You need to also carry your photo ID card.

MDU Rohtak conducts entrance test for admission to BA LLB programme. To be eligible, you should have scored a minimum of 45% in CBSE or any other recognised board. The application form for the test will be released in the month of May, 2019.

No, not only Haryana school studying students can get admission in MDU Rohtak. In order to get admission in MDU Rohtak, you need to qualify the entrance exam and have a minimum of 45% in class 12th.
