If you are eligible for full fee reimbursement then you can get the reimbursement in CBIT or MGIT.
The eligibility criteria for fee reimbursement is
1.You should study in TS.
2. As you belong to minority you will have full reimbursement.
3. You need to submit your income certificate at the counselling.

Coming to your question I would like to tell you that on comparing the Mgit and kuwl I will prefer you to go for the Mgit for the following reason -
The conclusion is I suggest the Mgit over kuwl.

Placements : There is no placement cell in the college. Companies do not come to the campus for placements frequently, as I heard from seniors. But some of our seniors got placed in various government jobs with their own sources. There were good placements before the previous year. Some students got 6 lacs per annum salary package, and some got lower than that. They got placed in research institutes as main researchers. Some other students also got placed in various private firms with an average package of 3 lacs per annum.
Infrastructure : The infrastructure of the college is not that good, but it is average and okay. There are enough desks and benches for every student. The building is average but, it is old. Renovation is done every 5 years approximately. Labs are not that good as there is lack of some instruments. A canteen is also available for students, but it is in very bad condition and very less students go there for anything.
Faculty : Teaching quality is good. Teachers are supportive and well-educated. There is a 1:5 teacher to student ratio. The course curriculum is very useful, and there is less industry exposure. But teachers help students in those very things from time to time.
Other : There is an annual fest named Goonj. The campus is always crowded. There are some caste scholarships provided. There is also an auditorium, and there is a museum near the auditorium.
MGIT
Placements : The placement section of MGIT college has been successful in providing placements to the outgoing students through campus recruitment drives which are conducted by various national and international companies. IBM, Wipro, TCS, Infosys, Amazon, Essar Steels are few of the many companies that visit our campus for placements. Placement statistics for the 2016-17 batch is around 608.
Infrastructure : Our college is equipped with amazing laboratories and equipment, a huge library, drawing halls and computer labs. When it comes to sports, MGIT college supports us well. The campus is equipped with basketball courts, volleyball courts, cricket grounds, a gym room and a room provided for many indoor sports.
Faculty : The faculty members of MGIT college are highly educated, and they help students to clear their concepts. Few of the faculty members way of teaching is different yet easy for students to understand the subject well. The laboratory faculty explain the concepts well. The faculty to students ratio is 1:20.
Other : MGIT college conducts fests related to studies and sports annually, and there are also fun activities.
As you can compare both the colleges are'nt too good in all aspects. But then also somehow MGIT seems to better than KU.
Last decision is yours.

With no doubt IARE is alot better than MGIT.
IARE has one of the best faculties and discipline. IARE has autonomous status under JNTUH and NAAC and NBA accredited with A grade. Infrastrucure wise also college is great. Decents placements are often here and college is improving day by day itself in every aspect. here is alot to explore and learn if you are truly willing to.

You want a govt college but you should see that where your interest lies. To get a govt job after engineering Civil has the most requirements in govt jobs after that ECE also has but not as much as civil branch.
So I think you should go for Civil branch but only if you have interest in it, you dont want to do something which you dont like.
Take up ECE if you want more job opportunities overall(private+govt).
