Yes, you can get local engineering colleges. But colleges around you should accepts jee mains score for admission. You can find out colleges accepting jee mains score in your area.
MGIT does not accepts jee mains score. You need to appear for tseamcet.

With no doubt IARE is alot better than MGIT.
IARE has one of the best faculties and discipline. IARE has autonomous status under JNTUH and NAAC and NBA accredited with A grade. Infrastrucure wise also college is great. Decents placements are often here and college is improving day

You want a govt college but you should see that where your interest lies. To get a govt job after engineering Civil has the most requirements in govt jobs after that ECE also has but not as much as civil branch.
So I think you should go for Civil
Every branch has their own value and importance so every branch is good it is all upto your area of interest and you are the only one who can take the decision in this so please identify your interest.
