Yes. You can get the admission in MGIT with your rank and ST category but in two branches only,
1. MMT———-83956 rank is cut off for this branch to ST category boys.
2. MCT———-75537 rank is cut off for this branch to ST category boys.
Remaining all branch cut offs are like in between not matching to your 60000 rank.

When you have to compare two colleges and have to arrive at a conclusion then you have to choose some of the parameters. This parameters can be a distinct number of events but to conclude this answer I am choosing some of the most important parameters like:
The infrastructure of both the college you have named are very good. Now MGIT have a better labs and library facilities. Now MGIT is affiliated by Jawaharlal Nehru Technological University, Hyderabad and MEC is affiliated by Osmania University, Hyderabad . Now if you consider, the curriculum then Jawaharlal Nehru Technological University, Hyderabad have a better curriculum. The faculty strength in both the colleges are great. The placement rate is much more compared to that of MEC. For fields such as CSE, MGIT have a very good placement greater than 95%.
So I would recommend you to go for MGIT as it offers you more opportunities.

Considering the placements and study environment, both colleges are equally good.
Also consider the distance to commute. This does make a huge difference especially if the college is aloof and thrown away from the city like Vasavi.
If you want to avail the hostel facility GNITS is a good option since Vasavi doesn't have one. But you can always chose to stay in a dorm nearby, however I don't think it is a good idea since Vasavi is in an area that is more of a jungle.
Apart from all this, GNITS is an all girls’ college. So if you're someone who had been studying in coeducation institutions ever since you were a child, it might be difficult to adjust.
When I say I am from an All girls' college people look at me like I am from another planet.
MGIT is Accredited by NAAC with 'A' Grade for a period of 5 years with 3.14 CGPA | Conferred Autonomous Status for 10 Years w.e.f. Academic Year 2021-22 by UGC | MGIT received MHRDs NIRF-2021 Ranking in the rank band : 251 to 300 | MGIT stands among Top 100 in INDIA , Top 50 in South India & Top 2 in TELANGANA.
