Hello, since the cat 2019 score is valid till the declaration of the cat 2020 result you can apply with the Cat 2019 score itself .But outside Maharashtra residing candidates can apply through valid cat score. But being the same state resident you MAHCET score will be taken in account

Sorry to break your high hopes but  if we consider the previous year cutoffs for all the colleges of even maharashtra , then you have no chances of getting a seat with a score of 67  unless you belong to some reserved category.
