Hello,I'm sorry to disappoint you that you will be needing more than 500 marks for a Govt. Quota but yes you can apply for college via Management Quota. I hope this helps and all the best .

Getting a management quota seat is difficult with these marks. 

The least scores which can get you a seat is around 300 -350  but nevertheless you should go for the counselling,  maybe you may get a seat.
