There is no any official notification for APICET second round counselling. The certificate verification process ended on 19th July and the option exercise process got over on 22nd July. The colleges have released the allotment list on 24th July, You can check it to login the official website.

Sure you can take up a job abroad. For that, you will have to sit for placements which will take place at the end of your second year. It will also depend on the policies of the recruiter.
