For HR College-Depends on which category you're applying for ( general, SC etc)For general category the cut off is usually around 94%.For Sindhi quota the cutoff is around 85ish%.For SC/ST the required percentage will be in 60s.Same with the OBC category.Other seats just as defence, disabled quotas

Its usual and nothing to worry about.You can submit your marksheets and provisional certificate and the result will be out around may 2019. you can submit those certificates later since they fecilitates extending deadlines for results and submission of rest of certificates.
