ICET counselling 2019 will start on 16th July, 2019 with certificate verification. End date for certificate verification is 19th July 2019 which may extend. Web counselling dates to exercise options  for all rank holders will start on 18th July, 2019 upto 22nd July, 2019.

Yes, you can get direct admission to college of your choice without donation. There are many colleges which give direct admission to candidates without any donation. They take your admission in management quota. You have not mentioned whether for management or engineering degree but

yes, it will definitely put an impact on your seat if you have got the confirm seat in any of the college, your seat can only be upgraded, in counselling. But, if you will apply for management quota, your pre-allotted seat will be null.

It is possible that you can get a bds seat in management quota with this marks so you should apply for the counselling of your state quota. 

Otherwise you can also go for private bds college but it will be expensive somewhat.
