The basic eligibility criteria to appear for MAT exam is that the candidate must have a Bachelors degree from at least a 3 year degree program . So B.Sc students are eligible  to apply for MAT exam

For eligible for mat examination you should be in last year of graduation or have completed it.
And % criteria vary from college to college and for maximum colleges it is 50% for general category and 45 + for reserved category.
So,I think you can appear for it

I think your score is not bad any maybe you apply for NTSE  but you may know that they have even higher standard as you think they have higher. So my suggestion is that you may apply for it but also seek other option as your backup plan may help
