They don't mention anything about state related so you can apply for Manipal University

If you have paid for the counselling then you can participate for the next rounds. If you are opting for upgradation your current will be cancelled but you need not worry as you will get a seat in next round.

You should really go for Mechatronics instead of electronics and Instrumentation. While in the latter you mostly learn about electronics and chips, in the former you learn about both electronics and mechanisms.
In Mechatronics, you will get to learn about physical systems modelling, sensors and actuators,signals and systems , computers and logic systems, software and data acquisition,etc. These key concepts shall be able to build you a strong fundamental base of robotics through which you can excel in your career. This branch has a lot of scope in future and Mechatronics is an absolute and continuously evolving integration of electrical and mechanical engineering.
The blending components of mechatronics are mechanical components, electro mechanical components, electronics, electronics software, software for mechanical components and computer science. As it is continuously evolving branch of engineering,more subjects are being integrated within its paradigm.
Mechatronics engineers work on projects like AI( Artificial Intelligence), robotics,control systems ,data communications and networks, Dynamics of machines and mechanisms, human interaction with machines , industrial automation management, smart infrastructure and so on.
Mechatronics is a rare branch and not all institutions have this particular branch with the qualified professors for guiding the students in the process.

Your data for previous round cut off is correct and if you go through the previous year EIE seat closing rank then it is about 31,000 and for previous to previous year it close only at rank 15,000. So in this case their is a chance to get this college with EIE branch. But still it is difficult to say on the confirmation basis that you can get this college with this branch or not because college seat is also depend upon various factors link: this year cut off, number of students, state domicile and so on.
