For this year there is no minimum board marks required for being eligible for JEE main counselling it was due to the corona pandemic but there is no news from the officials regarding lifting of minimum 75% aggerate yet. So if you do not have 75% then you will not be able to get admissions in NITs. Keep an eye on the official website for the latest information. The JEE Main 2022 registration process will start tentatively in November on jeemain.nta.nic.in. JEE Main dates 2022 will be notified soon.

Manipal university doesnt provide any scholarship based on board marks and offers it only and only based on MET rank i.e, if you get a rank from 1-100 you get a freeship and if you get a rank from 101-5000 you get a fee waiver of 20% of the total fees .
These are the scholarships available for Btech course.

If you are talking about the counseling rounds for btech then it has already begun on 21st of july 2021 and is going on , currently its done upto the 5th round which was on 22nd of september , next would probably be the spot round whose date is yet to be announced .
Admission for most of the other courses is currently closed and probably full too.

then in that case you will be treated in general category and you have to meet the cutoff of general category so that you will clear the exam
and if you want obc reservation then you must have obc certificate

Hope you are doing well. Yes, you are eligible for JEE Advanced exam. Because you have got more than the cut off percentile of your category. And here rank does not matter for eligibility.

Congratulations on the rank secured by your son. We know he performed his level-best, but unfortunately, his rank will probably not be good enough to get a seat in either Civil or Electrical engineering disciplines in NSUT, Delhi (judging from previous years' cut-offs). To answer your second question- Drafting a comparison between Civil and Electrical disciplines would not be legitimate. Both of them are core engineering courses and have wide scopes in future if pursued in a dedicated manner. However, in my (an electrical engineering student's) opinion, Electrical engineering has slightly better job opportunities in India compared to Civil. Wishing you luck, thank you. :)
