Your part is to appear the exam. How you will receive mark sheet and in what number depends on board. They are the sole person who decide how to make mark sheet which will be easy use for students.

Eligibility Criteria for UPSC Civil Service is to have attained 21 years age, having passed graduation in any discipline from a recognized university, even final year student are eligible.

So, to answer your question, yes, people who are in final year of graduation are eligible to apply for UPSC

Yes, VITEEE has today update their website and extended the the last of applying for VITEEE 2020.
The possible cause if extension might be die to COVID-19.You can apply if you are interested.

You are not clear about your self. You want to appear for kcet and NEET also.  You failed in maths in JEE last year. Now it depends upon you how you have prepared. If You  can cope   with both NEET and cet , go ahead .you   know  hard
