Yes you can apply for CAT even though you have a backlog but make sure that you are mentioning it while filling the CAT application form so that you dont have to face any problem in future.

Hi,

It seems unlikely that you'll be allowed in the same year for the NEET MDS exam. It mentions that a full year internship and a provisional/permanent registration with state dental council or DCI should be done by march 31 to be eligible to volunteer.
