Well , i thought you are talking about NDA exam , so any 12'th appearing student can fill the NDA form , you age must be 16.5 to 19.5 years.

As far my knowledge yes you can appear for BITs.
To take admission in BITs you need to give BITSAT which an entrance exam for the program you selected to do.

I assume that you are talking about giving compartment exams or the On Demand exam through NIOS. If so, then you will be eligible for admission only if you get your marksheet and can present it at the time of admission or document verification.
