Hope you are doing great.
This problem is associated with lots of outstations students. Their major issue is accommodation. As Delhi university students spread across all over India so it becomes a difficult task for them to return to Delhi in such a short period. They must give you at least 20 days of time before reopening but now nothing can happen. If you won't be able to shift in February then you will be marked absent that's all I can say for the time being.

Technically, its the case, i.e., the certificate issued in February,2022 must be valid till 31st March,2022 . Now as your certificate shows that its valid for 2022-23 it can be a mistake or may not be a mistake. I would recommend you to contact the issuing authority and get it discussed, they will guide you out and if required will issue a new one.
Also, for most of the examinations, in the official brochure the date of issue is provided. For example, in IIT JAM 2022, the conducting authorities have asked for the certificate issued after 31st March,2022. So for your case also, I would recommend you to check the eligibility of a valid certificate. The brochure you will get in the official website of the examination.

Listen, Application form for NEET 2022 is not yet release , even no any update by National Testing Agency on NEET 2022 application form.
Probability it is expecting that application form for 2022 of NEET UG will be available in month of march on wards.
Nevertheless , no official statement is out yet , I will suggest you should updated with the website and news until official date will not announced .

You need not refister according to the general news but it would be best to cinsult the international office at your college. There will always be an international centre or office where auch queries can be cleared and such a doubt can be removed. There might be some formalities specific to the college

Yes, you can take a year off and prepare for JEE Main and JEE Advanced after passing in class 12th as a private candidate. You can appear for JEE Main or three consecutive years from the year of passing in the qualifying examination that is 10+2 and you can appear for JEE Advanced for two consecutive years from the year of passing in the qualifying examination. If you pass in class 12th in the year 2022 you can apply for JEE Main 2022, JEE Main 2023 and JEE Main 2024. And you can apply for JEE Advanced 2022 and JEE Advanced 2023 provided you must have qualified in JEE Main 2022 and JEE Main 2023 respectively. As you wish to take a year off you will be eligible to apply for JEE Main 2023 and JEE Main 2024 only and if you qualify in JEE Main 2023 you will be eligible to appear for JEE Advanced 2023. According to the eligibility criteria of NDA, set up the conducting body UPSC a candidate needs to age between 16.5 to 19.5 years of age in order to be eligible for the examination. Also he/she needs to have completed their intermediate or must be an appearing candidate . So you would not be eligible for NDA 2 2022 exam, as you are in class 10th only.
