You can't pursue two full-time courses at the same time. If you're doing B.tech then after the completion of this course you can apply for LLB course in any Law school.

I got 596 marks in neet 2021 and all india rank is 20752 with EWS rank as 3063...can I get a seat in ALL INDIA QUOTA (central universities) especially in South Indian states....???

First of all congratulations to you.
At this score you should chances to get collage is fair.
You should definitely resister for all india counseling to get good collage in South Indian states like Kerala, Karnataka, Maharashtra etc.

i got 275 marks (with 70 percentile and my rank is AIR 391141 IN SC CATEGORY RANK IS 41 K ) . I belongs to sc category but i have scored 90 percentage in my state baord is there any chance to get free BAMS or BHMS

At these marks even at the SC category, It is quite difficult to get a government college for BAMS/BHMS. There are many good private and semi government institutions you can consider applying in and they have reasonable fees.

Regarding your concern, According to previous years cutoff with 535 marks you have chance to get BAMS colleges in rajasthan belonging to EWS category.

From your profile it seems you belong to Gujarat, as you haven't mentioned your category hence I'm assuming it to be general, if we go through last year cut-offs for state quota for UR, then chances for MBBS is tough through GMC or even private medical colleges with 350
